Visit Google Play Console.
Log in with your Google account, which has admin privileges.
In the left menu, click on Users and Permissions under the Settings section.
Click on the Invite new users button.
Under App permissions, click on Add app and select the app you want to grant access to.
Click on Apply.
Select 'Admin'
Click on Apply
Click on 'Send Invite'
